In each region of the game there are special move tutors in every Pokémon Center that can teach your Pokémon certain moves at the cost of a 1-3 shards and various held items. Voltorb Flip is a minigame which can be found in the Goldenrod Game Corner. Just to be sure that @antiNT understand, you will keep TM, it's just HM that won't follow you into the new region.
